Transport, Mobility and Public Infrastructure

We assist in shaping projects that integrate legal certainty, operational feasibility, and long-term sustainability. Our team brings experience in managing complex interactions between public and private actors, regulatory frameworks, and financial mechanisms. Particular attention is given to compliance, risk allocation, and stakeholder coordination across various institutional settings. By combining legal insight with a multidisciplinary approach, we support the design and implementation of infrastructure and mobility projects that reflect evolving policy priorities and promote broader societal goals.

We assist in projects by:

  • Advising on the planning, structuring, and implementation of transport and mobility projects under relevant EU legal frameworks, including TEN-T, CEF, and the Sustainable and Smart Mobility Strategy.

  • Structuring and negotiating public-private partnerships (PPPs), concession agreements, and infrastructure procurement contracts for road, rail, maritime, and urban transport projects.

  • Facilitating access to EU and international funding instruments and financial mechanisms for public infrastructure development, including blending of grants and financial instruments.

  • Assisting with permitting, land use, and environmental impact assessments in accordance with EU directives, including the Environmental Impact Assessment (EIA) Directive and the Habitats Directive.

  • Drafting and negotiating contracts for construction, operation, and maintenance of transport infrastructure, including FIDIC-based agreements and performance-based arrangements.

  • Advising on regulatory compliance, state aid rules, and competition law in relation to infrastructure projects and transport services.

  • Supporting the deployment of intelligent transport systems (ITS), connected mobility solutions, and digital infrastructure, including data governance and cybersecurity compliance.

  • Providing legal and strategic guidance on the decarbonisation of transport networks, including the roll-out of alternative fuels infrastructure and zero-emission public transport fleets.

  • Assisting with cross-border infrastructure development and regulatory alignment under EU interconnection and interoperability frameworks.

  • Engaging with national and local authorities, transport operators, infrastructure managers, and EU institutions to support the implementation of complex infrastructure and mobility initiatives.

  • Monitoring legislative and policy developments under the European Green Deal, the Fit for 55 package, and the Urban Mobility Framework to ensure projects remain compliant and strategically positioned.
