Tommaso Spaini

Expert in Economic Development and Trade

Tommaso Spaini is an economic development and trade expert with over 25 years of international experience advising governments, donors, and private sector stakeholders on policy, trade facilitation, and private sector development.

He has extensive expertise in the design and implementation of EU and donor-funded programmes, covering trade policy, investment promotion, regulatory reform, SME development, and regional economic integration. He has held senior leadership roles, including Head of the Economic Development Department at Agriconsulting Europe, where he managed multidisciplinary teams and large-scale technical assistance projects.

Tommaso has worked extensively in Sub-Saharan Africa and other emerging markets, supporting WTO accession processes, trade negotiations, and institutional capacity building. He combines strong knowledge of EU procedures, including procurement (PRAG) and project cycle management, with a proven ability to operate in complex, multicultural environments.

He holds a Master’s degree in Political Science from the University of Rome “La Sapienza” and a postgraduate qualification in EU Community Funds. He is fluent in Italian, English, and French, with working knowledge of Spanish.
