Namibia: Feasibility Study for Commuter Rails

DWG Next, together with partner firm SPT Roma srl, is advising the Ministry of Works and Transport of Namibia on a public private partnership feasibility study for two commuter rail projects in Windhoek, namely the Windhoek to Rehoboth and Windhoek to Katutura lines, with financing from the African Development Bank, under a mandate that commenced in November 2025 and remains ongoing.

The study is prepared in accordance with the Namibian PPP framework and is designed to demonstrate value for money, whole life cost efficiency, economic benefits, poverty reduction, affordability, employment creation and social, environmental and climate change impacts through a structured PPP options assessment, detailed risk analysis and development of a Public Sector Comparator. The scope of work covers technical and economic feasibility for the two railway schemes, financial modelling of the revenue and tariff structure and any required annuity payments, assessment of social and environmental feasibility and mitigation requirements, legal and institutional review of the PPP framework, extensive stakeholder consultations, risk identification and allocation, definition of key commercial principles including payment mechanisms, relief and compensation events, default and termination regimes, and confirmation of PPP as the preferred procurement route including land use and transit oriented development considerations.

Senior Counsel Sergio Polizzotti, who is also the Head of Allied Partner Firm SPT Roma srl, acts as Team Leader for the overall feasibility and PPP structuring workstream, Managing Partner Giovannella D'Andrea serves as PPP Expert on the legal and institutional architecture, and Counsel Nino Polizzotti leads socio-economic analysis covering economic cost benefit, affordability and employment effects.
